DAVIS, Betsy. Peacefully in Buckingham Hospital on March 28, 1998 in her ninety-sixth year. Wife of the late Grant S. Davis. Dear sister of Charlotte of Buckingham.

Predeceased by four brothers: Alex, George, William and Douglas and six sisters: Meg, Jean, Jessie, Ina, Nellie and Bella. OBITUARY DAPHNE EVELYN 1920-1998 Daphne Evelyn (nee Newton), born in Barbados, entered into eternal rest at the Jewish General Hospital on April 2, 1998 after a long illness borne with courage, grace and dignity. She i is survived by her husband Lionel, her caring and devoted children Barbara (Kenneth), Cameron (Grace) and Tyrone (Joan). She is also survived by her loving sisters Mrs. Muriel Grant and Mrs.

Brenda Small who came up from Barbados to visit with and comfort her during her final weeks. She was the cherished grandmother of Kim, Sharon, Sophia, Suzette and Shelley Gittens, Cameron and Carey Evelyn and in Barbados Junior, Shaun and Karen Evelyn and great-grandmother of ten. She will be sadly missed and always remembered by many friends and relatives in Barbados, Trinidad, London and New York. NATION Canada favors young recruits, UN told Canada is not ready to stop recruiting children younger than 18 into its Armed Forces, despite pressure from a top United Nations' official to take a "leadership role" on child soldiers by raising the enlistment age. "Sixteen and 17-year-olds are welcome into the Armed Forces for educational purposes and will continue to be," Defence Minister Art Eggleton said yesterday. "If they want to get out into the workforce and learn a trade, 1 then the Armed Forces are a good place." Eggleton's comments came after the UN's special representative on children in armed conflict, Olara Otunnu, spent the day in Ottawa talking to defence, foreign affairs and non-governmental representatives about how Canada can discourage the global use of children as soldiers.

As a start, Otunnu has urged all nations to set 18 as the minimum age for recruitment into the military. Although the UN Convention on the Rights of the Child puts the standard at 15, child-rights advocates believe this encourages armed groups to recruit children at even younger ages. Canada accepts 16- and 17-year olds into the military if they have parental permission. Foreign Affairs Minister Lloyd Axworthy would like Canada to toughen these recruitment rules. However, the most he could announce yesterday was that the government's unwritten policy of not sending anyone younger than 18 into hostilities will now be set out formally in military regulations.

In effect, no change. "We know that we need to correct it, but not a matter of stamping my foot or banging my shoe on the CHRISTINA SPENCER Ottawa Citizen table, "he told The Citizen. During his one-day visit, Otunnu, the UN special representative, shared several statistics about the scope of the crisis children face in because of war: From 1987 to 1997, he said, more than two million children died as a result of armed conflicts; Twelve million children were left homeless; More than one million were orphaned or permanently separated from their parents; Ninety per cent of the casualties in modern wars are civilian. During the First World War, Otunnu said, only five per cent of those injured or killed were civilian. Even with the aerial bombardment of Europe, fewer than half of the casualties of the Second World War were civilian.

Children, Otunnu stressed, are now being deliberately targeted by armed groups, either for death or rape, or for recruitment as soldiers. "This is the world upside down, "he said. "This is not war as we have known war. We have to be exercised about this development.".
