"In view of the fact that our present state highway commission has proven unsatisfactory to the extent that its finances will be curtailed, it is felt by the directors of the Hoosier Motor Club that it would be better to try out some other plan of administering the highway funds rather than to lose them for the purpose of reducing the state tax levy.
